According to the current general procedural regulations, the applicant applying to the customs for the reduction or exemption of late declaration fee shall submit the following materials:


1. Application for exemption of late declaration fee;


2. Certification materials of relevant competent authorities;


3. Relevant supporting documents and copies of relevant import licenses (such as quota certificates, licenses, certificates of tax reduction and exemption, guarantee certificates, etc.);


4. Import goods declaration documents;


5. A copy of the payment notice for late declaration fee.

 

If the applicant chooses the notification commitment method, after submitting the “Notification Commitment Letter of Certification Matters (Imported Goods Delayed Declaration Fee Reduction and Exemption)” (hereinafter referred to as the “Notification Commitment Letter”) signed by the legal representative and stamped with the official seal of the institution, only Items (1), (3), (4), (5) are required to be submitted, and the above-mentioned items (2) are exempted from submitting the relevant certification materials from the competent authorities.

 

Fourth, the process


1. If the applicant chooses the notification and commitment method to apply for the reduction or exemption of the late declaration fee, it shall submit the relevant materials in writing to the customs at the place of declaration within 30 working days from the date of receipt of the customs declaration fee payment notice. The applicant can download the text of the Letter of Commitment to Notification from the portal website of the General Administration of Customs and various customs directly under the Customs, or obtain the text of the Letter of Commitment at the acceptance customs site.

 

2. The applicant should truthfully fill in the relevant basic information and the reasons for the late declaration fee, read it carefully and make a confirmation and commitment. The legal representative should sign or sign at the applicant and affix the official seal of the institution, and fill in the application date. In duplicate, submit the application form for the reduction or exemption of late declaration fee, supporting documents and copies of relevant import licenses, customs declaration documents for imported goods, and copies of the payment notice for late declaration fees.

 

3. If the customs verifies the situation based on the content of the commitment and meets the requirements for the notification of the commitment and certification items, the customs fills in the date and signs it. If the relevant information is incomplete or does not conform to the statutory form, the customs shall notify all the contents that need to be supplemented and corrected at one time.

 

If the actual situation is found to be inconsistent with the promised content, the late declaration fee will not be reduced or exempted. The applicant will no longer be subject to the notification and commitment system within 2 years, and will be included in credit management in accordance with relevant customs regulations.
